NoCoRAWC believes any organization placing "homeless" companion animals (cats, dogs, rabbits, goats, male horses) into new homes is responsible for ensuring that said animals are spayed/neutered prior to adoption. We believe spay/neuter prior to adoption is a necessary component of reducing pet overpopulation.
